Workers choose needs within their roles. Missing supplies, a clinic, or a veterinarian can prevent an action from being completed.
Rest supports good care
Low-energy staff take breaks. A staff retreat improves recovery. With no urgent task, workers walk around, make rounds, and pause at shelter locations. Overhead names help you follow each person.
Rescue workers traveling or carrying an animal must finish that activity before taking another mission.
